MDA’s urged to focus on operational activities for 2020 Budget

The Financial Secretary has issued the Budget Call Circular (BCC) to all Permanent Secretaries and Heads of Departments for the MTEF period Financial Year 2020-2022. This is in accordance with Section 3 (1) of the Public Financial Management Act of 2016 which will guide the preparation of the 2020 Budget and the two outer years. The Ministries, Departments and Agencies (MDAs) have been asked to focus on operational activities for financial year 2020 especially geared towards the completion of ongoing programs and projects in the country’s Medium-Term National Development Plan 2019-2023 (NDP). “Good quality plans will have a positive impact on resource allocation and budget execution” said Sahr L. Jusu, Financial Secretary. The purpose of the BCC is to communicate guidelines to Budgetary Agencies in preparing their budget proposals, indicative resource envelope and MDA expenditure ceilings for Non-Salary, Non-Interest recurrent expenditure for FY2020 and the medium term and government’s priorities for FY2020 in line with the National Development Program.
