A significant monthly payroll fluctuation was identified in the National Revenue Authority (NRA) records amounting to Le3.06 billion. The Commission is currently looking into exhibit (NRA) B1-108 which is the NRA’s Internal Audit Report on Financial Governance and Transactional Audits for the period January to December 2017. The Internal Audit Department of the NRA conducted a financial and transactional audit for 2017. A review of the payment advice prepared by the Human Resource Department for the attention of the Finance Department for staff salaries for the period January to December, 2017 observed that payment made by the bank exceeds the stated payment advice amount. Testifying at the Commission of Inquiry, Phillip Hamid Koroma, Director of Internal Audit at the Authority said that according to page 30 of their report the said excess was identified. Koroma went on to say that the first two pages 71 and 72 gives a summary of the reconciliation between the Human Resource advice and the bank statement which cumulatively gives the difference.
